Background Check is no longer tied to Membership Year.

The system will allow volunteers to renew a Background Check 30 days early (at 11 months), and will not prevent them from printing rosters or activating teams for 90 days (grace period) after expiration.  They will receive an email reminder to renew as they approach expiration.
